Appellants Hilltop International and Ocean Duke Corp. (collectively, “Hilltop”) appeal the decisions of the United States Court of International Trade (“CIT”) affirming the United States Department of Commerce’s (“Commerce”) determination that Hilltop is ineligible for an antidump-ing duty rate separate from the countrywide entity and its selection of the country-wide rate.
