ANDERSON, Justice.
Appellant Tony Webster requested public government data from respondents Hennepin County, et al. (the County), under the Minnesota Government Data Practices Act (the Data Practices Act). See Minn. Stat. §§ 13.01 -.90 (2016). The Data Practices Act governs the storage of government data and public access to government data. We are asked to decide whether the County's established procedures, arrangement of records, and refusal to comply with part of Webster's government-data request violated the Data Practices Act.
