Plaintiff in error, a dental laboratory technician and operator of a dental laboratory, commenced this class action for himself, as plaintiff, and others similarly situated, against defendants in error, as defendants, to restrain defendants from enforcing or attempting to enforce “ * * * any of the terms and provisions * * * ” of House Bill (“H.
