The question hero is whether certain coverings in which harmonicas were imported shall pay the additional duty which' was assessed thereon by the collector under the provisions of subsection 18 of section 28 of the tariff act of 1909. This subsection provides that when imported merchandise is subjected to an ad valorem duty rate or to a duty in any manner based upon or regulated by its value the duty shall be assessed upon the actual market, value or wholesale price thereof at that time in the principal markets of the country of exportation, "including the value of all cartons, cases, crates,…
