This action was instituted under the declaratory judgment act, Rem. Rev. Stat. (Sup.), §§ 784-1 to 784-17 [P. C. §§ 8108-21 to 8108-37], inclusive (Laws of 1935, chapter 113, p. 305, as amended by Laws of 1937, chapter 14, p. 39), to obtain an adjudication of the validity and effect of Laws of 1921, chapter 50, p. 156, as amended by Laws of 1937, chapter 220, p. 1092 (Rem. Rev. Stat. (Sup.), §§ 10581 to 10588 [P. C. § § 135 to 136-6], inclusive), commonly known as the anti-alien land law.
