APPEAL FROM THE CIRCUIT COURT OF THE UNITED STATES FOR THE SOUTHERN DISTRICT OF NEW YORK. The facts of this case, which involved the power of the Commissioner of Immigration at the Port of New York to detain a citizen of 'Porto Rico as an alien immigrant under the provisions of the act of March 3, 1891, 26 Stat. 1084, are stated in the opinion of the court.
