YOCK, Judge.

This Government contract ease comes before this Court on the parties’ cross-motions for summary judgement. The plaintiff, McLain Plumbing & Electrical Service, Inc. and John F. McLain, A Joint Venture, claims that the Government improperly ordered the default termination of a subcontractor during the performance of a contract for the conversion and upgrading of the energy management system at the Veterans Administration Medical Center in Jackson, Mississippi.
