This preaward contract action comes before the Court on the plaintiffs motion for summary judgment, the plaintiff/intervenor’s motion for summary judgment, and the defendant’s cross-motion for summary judgment or, in the alternative, motion to dismiss. Aerolease Long Beach (Aerolease), the plaintiff, and Satsuma Investment, Inc. (Satsuma), the plaintiff/intervenor, seek declaratory judgment and injunctive relief for alleged improprieties in the evaluation and award of a contract solicited by the Federal Aviation Administration (FAA).
