Appellant commenced this action in the court below to permanently enjoin and restrain respondents, who constitute the state finance committee, from enforcing, carrying out and administering the provisions of chapter 65, Laws of 1933, p. 336, which authorizes the state finance committee to execute, issue and sell from time to time general obligation bonds of the state in the sum of ten million dollars.
