Plaintiff Gordon P. Peyton, Trustee in Bankruptcy for Highland Renovation Corp. (“Highland”) brings this action against surety bond issuer Hanover Insurance Group (“Hanover”) under the Miller Act, 40 U.S.C. § 3133, for $329,183.03 that is allegedly owed to Highland by the Military Personnel Services Corporation (“MPSC”) for work Highland engaged in to renovate the Old Post Office Pavilion in Washington D.C.
