In these four consolidated cases, union locals representing federal employees have petitioned for review of Federal Labor Relations Authority (FLRA or Authority) decisions declaring particular union proposals beyond the employer-agency’s duty to bargain under the Federal Service Labor-Management Relations Act, 5 U.S.C. §§ 7101 et seq.
