This is an application for a writ of mandate to compel the respondent, as county surveyor of San Diego County, to prepare a diagram and to make the reassessment described in the petition, and in accordance with the Refunding and Reassessment Act approved June 15, 1931. (Stats. 1931, p. 1861.)
Some time prior to October 7, 1929, the board of supervisors instituted proceedings for extensive public improvements in certain unincorporated territory in said county pursuant to the Acquisition and Improvement Act of 1925. (Stats. 1925, p. 849, as amended.) The lands declared to be benefited…
