OPINION
FITZPATRICK, District Judge.
This case involves a claim brought under the Civil Service Reform Act of 1978 and the Rehabilitation Act of 1973 by Tommy L. Morris against James G. Roche, Secretary of the Air Force, in his official capacity only. 1 Specifically, Plaintiff claims that he was discriminated against on the basis of a disability that was caused by a work-related injury to his right knee in 1991.
