CROW, District Judge.

In this case, Carolyn S. Westin seeks judicial review of the Final Decision of the Secretary of the United States Department of Health and Human Services rendered under § 1128 of the Social Security Act, 42 U.S.C. § 1320a-7, et seq., which excludes Westin from participation in the Medicare program (42 U.S.C. § 1395, et seq.) and state health care programs (as defined in 42 U.S.C. § 1320a-7) for a period of five years.
