ROBINSON, District Judge.
This is an appeal brought by Plaintiff in a Complaint For Judicial Review (Doc. 1) of Defendant’s final decision to exclude Plaintiff from participation in Medicare, Medicaid, and all Federal health care programs for fifteen years.
