MEMORANDUM OPINION
LAMBERTH, District Judge.
Before the court is Defendant’s Motion [12] to Dismiss Plaintiffs First Amended Complaint, or in the Alternative, for Summary Judgment. 1 Plaintiff, appearing pro se, filed a First Amended Complaint that contains two causes of actions. First, plaintiff alleges that the defendant discriminated against him on the basis of race when his application for promotion to GS 14 was denied.
