Abb Clark and Jake Stafford, owner and tenant, respectively of a residence in Rockport, applied to the superior court for Skagit county for a writ of mandamus requiring Frank Olson, as the owner of a water system in Rockport, operated for hire, to supply water to the Clark-Stafford residence. The trial court found that Olson declined, without right, after demand and tender of the customary charge therefor, to supply the petitioners with water.
