FARLEY, Judge:

The appellant, Mary S. Schoolman, appeals through counsel a May 20, 1997, Board of Veterans’ Appeals (Board or BVA) decision that denied an effective date prior to September 1967 for an award of dependency and indemnity compensation (DIC) benefits. On November 9, 1998, the Board’s decision was affirmed by a single judge in a memorandum decision. The appellant filed a motion for a panel review of that decision; the Court will construe that motion as one seeking a panel decision pursuant to Rule 35(b) of this Court’s Rules of Practice and Procedure.
