Samuel L. Mayhue appeals through counsel a September 12, 2008, Board of Veterans’ Appeals (Board) decision that denied entitlement to (1) an earlier effective date for service-connected post-traumatic stress disorder, (2) a higher initial disability rating for post-traumatic stress disorder, and (3) an earlier effective date for a total disability rating based on individual unemployability.
