STEINBERG, Judge:

The appellant, through counsel, seeks review of an October 31, 2001, Board of Veterans’ Appeals (Board or BVA) decision that determined that a June 27, 2000, Substantive Appeal to the Board was not timely filed in order to appeal an October 1994 decision of a Department of Veterans Affairs (VA) regional office (RO). Record (R.) at 3, 6. The appellant filed a brief, and the Secretary filed a brief in response, to which the appellant filed a reply.
