FARLEY, Judge:

In an August 18, 1999, decision, the Board of Veterans’ Appeals (Board or BVA) denied the appellant service connection for arthritis of the back, both hips, and the sacroiliac joint. The Board also denied the appellant’s claim for an increased rating for residuals of a bullet wound to the left Achilles tendon with sensitive scar and fibrious restriction of the left ankle.
