OPINION
HORN, Judge.
The plaintiff, International Fidelity Insurance Company (IFIC), was the surety to a government contractor, Met-Pro Corporation (Met-Pro), on a United States Army Corps of Engineers (Corps of Engineers) contract for the cleanup of a petroleum tank farm at the former Greenville Air Force Base, Greenville, Mississippi. IFIC executed a payment bond for the cleanup contract. During contract performance, IFIC requested that Met-Pro send a letter to the Corps of Engineers, asking that remaining payments on the contract be made payable jointly to Met-Pro and IFIC.
