Petitioner Amalia Uribe filed a petition for writ of mandate on April 8, 1969, seeking to compel respondent Robert Howie, as Riverside County Agricultural Commissioner, to permit her to inspect and copy pest control operator reports in his possession.

An order to show cause why the mandate should not issue was issued and Jose Uribe was appointed guardian ad litem to prosecute the action for the minor petitioner.

Certain interested individuals and business (Washburn & Bell, et al.) were allowed to intervene, and thereafter filed a complaint in intervention for an order…
