This case requires us to interpret the California Public Records Act. (Gov. Code, § 6250 et seq. [hereafter CPRA].) The particular provision at issue (§ 6254, subd. (f)) exempts law enforcement investigatory files from the act’s general requirement of public disclosure. The underlying dispute arose out of a newspaper’s request for access to a county sheriff’s records of disciplinary proceedings against two deputies.
