This is a case requiring us to construe the Freedom of Information Act. 1 The Bristol-Myers Company seeks an order compelling the Federal Trade Commission to produce certain documents relevant to a rulemaking proceeding initiated by the Commission on the basis of “extensive staff investigation, * * * accumulated experience and available studies and reports. * * *” 2 The Commission refused to produce the documents, and the District Court dismissed the complaint, ruling that the material sought did not constitute “identifiable records” whose production is required by…
