OPINION

BALES, Justice.

¶ 1 This case concerns a challenge to the nomination petitions of Douglas Thomas, a candidate for the governing board of the Phoenix Union High School District, Ward 3. Thomas appealed from a superior court judgment holding that he lacked sufficient valid petition signatures to be placed on the No vember 7, 2006 ballot. The key issue is whether the County Recorder may invalidate signatures for reasons other than those specifically alleged by the challenger.
