The National Labor Relations Board (Board) asks us to enforce its order of September 24, 1984, finding Horizon Air Services, Inc. (Horizon) guilty of unfair labor practices in violation of §§ 8(a)(1), (3), and (5) of the National Labor Relations Act (the Act), 29 U.S.C. §§ 158(a)(1), (3), and (5), and ordering Horizon to bargain with the International Association of Machinists and Aerospace Workers, AFL-CIO (Union).
