Petitioner, Rockford Township highway department (Rockford), seeks administrative review of the State Labor Relations Board’s (Board) decision holding that the discharge of six of its employees constituted an unfair labor practice in violation of the Illinois Public Labor Relations Act (IPLRA) (Ill. Rev. Stat. 1985, ch. 48, par. 1610(a)(2)).
