I. Introduction

In this attorney discipline case, both Attorney Regulation Counsel and lawyer Robert Seott Fisher appeal the decision of the Hearing Board. In 2005, Fisher was charged with violating numerous Rules of Professional Conduct 1 relating to his representation of Shirley Varner in a dissolution of marriage case.
