This administrative appeal principally challenges the statutory and constitutional propriety of the procedures underlying the decision of the defendant Connecticut Siting Council (Council) to grant a certificate of environmental compatibility and public need to the defendant Exeter Energy Limited Partnership *476(Exeter).1 The trial court, after a hearing, rejected the plaintiffs’2 substantive, procedural, constitutional and evidentiary challenges to the Council’s decision and dismissed the plaintiffs’ appeal.
