GREENE, Chief Judge:

Veteran James P. Barr appeals through counsel a February 17, 2004, decision of the Board of Veterans’ Appeals (Board) denying entitlement to service connection for varicose veins. He argues, inter alia, that the Board erred (1) in its determination that no evidence demonstrated service incurrence of his condition or supported a finding of continuity of symptomatology since service; (2) by relying on an inadequate medical examination; and (3) in its determination that the Secretary complied with his notification duties pursuant to 38 U.S.C. § 5103(a) and the Veterans Claims…
