FARLEY, Judge:
Before the Court is a February 21, 2001, Board of Veterans’ Appeals (Board or BVA) decision that denied the appellant’s claim of entitlement to an effective date earlier than August 1, 1997, for the award of dependency and indemnity compensation (DIC) benefits. Both parties filed briefs, and the appellant filed a reply. Thereafter, the Court ordered the parties to file supplemental memoranda of law on questions involving 38 U.S.C. §§ 7722(c) and (d), 5110(d)(1), and 503(a).
