The appellant, Thomas P. Chotta, appeals through counsel an October 7, 2005, decision of the Board of Veterans’ Appeals (Board) denying entitlement to an initial disability rating in excess of 50% prior to January 20, 1999, for post-traumatic stress disorder (PTSD). In a July 25, 2007, single-judge memorandum decision, the Court affirmed the Board’s October 7, 2005, decision.
