SCHOELEN, Judge:

The appellant, Tyra K. Mitchell, appeals through counsel a February 12, 2009, Board of Veterans’ Appeals (Board) decision that denied entitlement to an initial disability rating in excess of 10% for residuals of reconstructive surgery of the anterior cruciate ligament (ACL) of the left knee. The Court has jurisdiction pursuant to 38 U.S.C. §§ 7252(a) and 7266(a). The issue before the panel is whether pain, by itself, throughout a joint’s range of motion constitutes a functional loss entitling the appellant to a higher disability rating under VA regulations.
