■Karim Bey (Claimant) petitions for review of a decision of the Workers’ Com pensation Appeal Board (Board) which reversed the decision of a Workers’ Compensation Judge (WCJ) granting his Claim Petition and affirmed the decision of the WCJ denying his Penalty Petition. We vacate and remand for the reasons set forth below.

Claimant filed a Claim Petition alleging that on March 2, 1993 he sustained an “injury to lower back into right leg, pain in both shoulders and right hand” when he slipped and fell while working for Ford Electronics and Refrigeration (Employer)…
