TORRUELLA, Circuit Judge.

Petitioner, the National Labor Relations Board (“the Board”), seeks enforcement of its order against Westinghouse Broadcasting and Cable, Inc. — WBZ-TV (“the Company”) to reinstate a unit of news couriers (consisting of two employees), to reimburse them for any lost wages, and to bargain with Local 1228, International Brotherhood of Electrical Workers, AFL-CIO (“the Union”), as the unit’s exclusive representative.
