In this rate proceeding the Pennsylvania Public Utility Commission has approved a proposed rate in*60crease for the Johnstown Water Company, intervening appellee, without making a specific determination of the fair value of the utility’s property and without making a specific finding of a fair rate of return. The City of Johnstown has appealed, and questions the action of the commission.
