This is an appeal from a judgment entered on a verdict in favor of the plaintiff in an action for damages to real property. The defendant city, through its city council at a regular meeting, passed a resolution adopting the report of its tunnels, bridges and viaducts committee and instructed its board of public works “to prepare plans, consider and enter into a contract” for the construction of an underground subway in the street in front of the plaintiff’s property.
