OPINION
DAMICH, Judge.
Presently before the Court is Defendant’s motion for summary judgment. Defendant seeks the dismissal of Plaintiffs’ post-1979 contract claims because the Court previously held that Plaintiffs’ contracts at issue do not contain an unmistakable promise by the Government to immunize Plaintiffs from subsequent legislation. Grass Valley Terrace v. United States, 46 Fed.Cl. 629, 640 (2000) (“Grass Valley I ”).
