ALLEGRA, Judge.
Janus was the god of gates in Roman mythology, often portrayed having two faces — one looking forward, the other backward. A similar profile often is exhibited by the United States in contracts effectuating *753government programs — like Janus, it simultaneously displays the visages both of an ordinary contracting party and the sovereign.
