OPINION
CONNOR, Justice.
The central question in this case is whether an administrative agency properly refused to commence a license revocation proceeding against an electrical contractor.
At the times relevant to this case, the licensing of electrical administrators, i. e., contractors, was the responsibility of the Board of Electrical Examiners (the “board”) and the Division of Occupational Licensing (the “division”), which are both agencies of the Department of Commerce and Economic Development.
