OPINION AND ORDER

SWEENEY, Judge.

Before the court is plaintiffs application to proceed in forma pauperis and defendant’s motion for summary dismissal of a pro se complaint (“motion for summary dismissal”).1 Defendant moves, pursuant to Rule 12(b) of the Rules of the United States Court of Federal Claims (“RCFC”), to dismiss the complaint because plaintiff fails to articulate a claim cognizable in Court of Federal Claims.
