Respondent, International Union of Operating Engineers, Local No. 49, is the exclusive representative of employees who were applicants for promotion within the Department of Public Works of appellant city of Minneapolis. Appellant city of Minneapolis, individually, and as a representative of its agencies, the Civil Service Commission and the Department of Public Works, is a public employer within the meaning of Minn.
