Appellants, University Education Association (UEA) and Minnesota Education Association (MEA), are certified exclusive bargaining organizations for faculty members at the University of Minnesota campuses in Waseca and Duluth. The UEA and MEA are affiliated and are employee organizations under Minn.Stat. § 179.63, subd. 5 (1982). Respondent, the Board of Regents of the University of Minnesota, is a public employer under Minn.Stat. § 179.63, subd. 4 (1982).
