MEMORANDUM OF DECISION AND ORDER

Plaintiff, Iris Goldfarb (“Goldfarb”) brings this action against the Town of West Hartford (“the Town”), James Stril-lacci (“Strillacci”), Carl Rosensweig (“Ro-sensweig”), J.A. Garewski (“Garewski”), Joseph LaSata (“LaSata”) and Stephen B. Estes (“Estes”) (collectively, “Defendants”) pursuant to 42 U.S.C. § 1983, alleging violations of her rights under the Fourteenth Amendment to the United States Constitution, and pursuant to Connecticut common law, claiming intentional infliction of emotional distress.
