Golden Christian Academy (“Golden”) is a nonchartered, nonpublic elementary school located in Cleveland, Ohio. On December 15, 1995, the Superintendent of Public Instruction (“superintendent”) registered Golden as a participating school in the Pilot Project Scholarship Program, commonly referred to as the school voucher program. 1 Golden was registered as a participating school by the superintendent pursuant to R.C. 3313.976(A)(3).
