OPINION

HOLTAN, Judge.

Appellants Colorado Insurance Guaranty Association and Western Guaranty Fund Services appeal the district court’s finding that certain losses were not covered and therefore they should not have defended insureds under a policy issued by Excalibur Insurance Company. The policy was assigned to appellants for administration in Excalibur’s liquidation. Further, the district court ruled that respondent Commissioner of Commerce could not be estopped from recommending that the district court deny appellants’ claims.
