FUTEY, Judge.

This contract case is before the court on defendant’s motion to dismiss. Plaintiff, Farmers Grain Company of Esmond (Farmers Grain), a farmer’s cooperative which operates grain warehouse facilities, alleges, under count I, that the Commodity Credit Corporation (CCC), a wholly owned government corporation, breached a contract with Farmers Grain. Plaintiff asserts alternatively, under count II, that it should be compensated under a theory of quantum meruit for services rendered.
