OPINION

FUTEY, Judge.

This post-award bid protest action is presently before the court on plaintiffs motion for summary judgment, defendant’s motion to dismiss and motion for summary judgment, and intervenor’s motion for summary judgment. Plaintiff alleges defendant acted arbitrarily and capriciously when it awarded a contract to intervenor, Western Data Systems (WDS). Plaintiff argues that it is entitled to the award of that contract and not WDS.
