FUTEY, Judge.

Plaintiff in this action, and the plaintiffs in 23 related cases,1 are freight forwarders who participate in the International Through Government Bill of Lading Personal Property Program (ITGBL Program). The Military Traffic Management Command (MTMC) administers the ITGBL Program. Defendant is the United States of America, acting through the Secretary of Defense. Plaintiff and defendant disagree on the procedure by which liability for damaged or missing baggage transported by plaintiff should be determined.
